*My name is Marcelle Kube and I am here representing the River Oaks Neighborhood Association on the topic of Parking and Traffic Calming. The current plan as outlined by Irvine does not provide for enough parking. Just look at North Park, Irvine's other project on North First Street, there is not enough parking. Not for the merchants, the residents nor the park visitors. If the parking situation was adequate, the residents would be parking in the covered, secure parking spaces under their units. Instead, every available space surrounding the public park is taken. Even on a rainy Sunday afternoon, the residents park in the street. The current plan says 1.5 spaces for a studio or 1 bedroom, 1.8 for a 2 bedroom and 2 for a three bedroom. This is unrealistic in San Jose, where everyone has a car, or two, and where most people have roommates to share in the cost of the rent. Also, it has come to my attention that in North Park, Irvine charges their tenants for additional parking. So, if you have a two bedroom unit, you can only have 1.8 parking spaces, meaning you'll have to pay additional fees so that you can park 2 cars, which will just encourage the tenants to park in the streets. **I ask that the City change the Zoning Ordinance in the Master Planning to require a parking space per bedroom, or studio. * * The River Oaks Neighborhood Association asks you to delay the approval of this development until the City has performed the Master Planning as required by the North San Jose Area Development Policy.
