June 22, 2007 Mr. Xavier Campos, Chair San Jose City Planning Commission 200 East Santa Clara Street San Jose , CA 95113-1905 Re: Support for the River Oaks Neighborhood Association (RONA) Request for Citizen's Input to the Master Plan. Chairman Campos, The Irvine Company is proposing a conversion of the Sony industrial site in the River Oaks neighborhood to very high density housing for 1900 units at as much as 77/78 dwelling units per acre. Page 7 of the staff report on this application states: "At the request of staff, the applicant prepared a neighborhood master plan for the overlay area including the subject site." The River Oaks Neighborhood Association (RONA) represents the residents of the existing 2000 unit community. RONA has consistently requested a master planning process that would include residents of the neighborhood as full participants. The Board of the Berryessa Community Advisory Council (BCAC) believes that residents should be represented in the development of a master plan for the area in which they live and that it should not be solely the product of a single large developer. The Board of BCAC supports RONA in their request that this process take place before a project is approved.
